UK Councils Plan to Dispose of Social Clubs and Leisure Facilities to Manage Finances

Based on a latest study of local authorities, English councils are planning to sell community centers, sports centres, and shopping arcades as they bet on a rapid disposal of properties to balance the books.

Growing Fiscal Challenges Drive Asset Sales

The Key Cities Group for major urban areas in the UK reported that 60% of local authorities are intending to sell assets to meet the escalating costs of adult and children’s social care.

Councils have previously faced criticism for disposing of public land and open spaces to shore up their finances, but they contend they must proceed to raise vital cash from property disposals or face insolvency.

This coalition noted that a high proportion of authorities seeking to raise money from a quick sale of assets represented “a distinct shift from 2024, when the majority (six in ten) of local leaders said they would prioritise restructuring services and using financial reserves to weather growing fiscal pressures.”

Specific Cases of Planned Sales

One local authority in Kent said its property management strategy featured the disposal of a retail complex in Rainham and a social club in another town to raise 20 million pounds over five years.

  • Gillingham golf club and commercial properties owned in Worcestershire and Suffolk, which all provide rental income for Medway council, will additionally be sold under the strategy.

Council Tax Increases and Broader Financial Strains

The survey of councils in the coalition, which includes Sunderland, Southampton, Gloucester and Salford, also found that over seven in ten of councils will have to increase local levies next spring to cover the growing cost of core provisions, increased rates of homelessness, and a persistent housing shortage.

The authority said it will proceed with asset sales after steep rises in the cost of children services, support for vulnerable learners, elderly and disability services, and short-term housing.

“We are taking creative strategies but some of these take time to deliver both improved services and cost efficiency,” said a council leader.

He continued: “There are demographic pressures which will persist to add to the strains we have. As a local government body, we had a drastic reduction in our revenue support grant from over the past decade, which is very challenging.”

National Patterns and Forecasts

A survey of county councils recently further found local finances being stretched by the increasing figures of young people and adults needing Send support.

The County Councils Network said that council deficits will reach 4.4 billion pounds a year by the end of the decade, as they grapple to manage increased demand.

Ministers have delayed scheduled changes to the Send system until next year after a white paper setting out those reforms was recently delayed.

Disadvantage and Funding Gaps

Based on the latest deprivation measures (the Index of Multiple Deprivation) covering English councils, several key cities members were among the most deprived in England.

  • “Participating urban centers like several major towns place in the top 30 across the country under the latest IMD measures,” said the study.

“Although only one key city is in the ten most deprived for disadvantaged communities nationally, cities are far more likely to be in the most deprived fifth of the nation. The figures underscores the scale of difficulties facing municipal officials across key cities in the next twelve months,” the report added.

“Council officials have been explicit about the need for a fair and sustainable financial structure that reflects and addresses the actual extent of disadvantage and demand,” stated a council leader.

“Lacking this, councils will persist to face difficult decisions around which vital provisions to fund, and which to reduce, to the disadvantage of their communities.”

One in five of councils have cut or compromised care services in the last year, the survey found.
